I found it useful to learn that LIFAC is not required to post meeting agendas if they don’t want to & that they are required to post research on the county website — but with no time limit as to when — their choice.
LIFAC has an email list of people & news organizations they send required notices to. They are not required to send notices to anyone else, although they can add email addresses of groups or individual citizens to their distribution list, by request, but only if they choose to do so. (I’ve tried several times unsuccessfully to get added, so my very special huge thanks to Paul Davis Brown Betty for reliably keeping islanders informed.)

To clear up some confusion about tonight’s, and all meetings of the Lummi Island Ferry Advisory Committee (LIFAC) at the Fire Hall, 6:30 p.m.: All meetings are open to the public, and all meetings will have an open session for public comments (3 min. limit). LIFAC is required to post its meeting notice with media in advance, but is not required to post an agenda in advance. The committee must make all of its findings, research, etc., public — and does so, available on the county website, but does not have a deadline for submitting the materials. Half of future meetings will be work sessions; they do not preclude public participation. Thank you. Here is the ordinance on the LIFAC’s requirements for meetings, found under Legislation and County Code on the county website:
Whatcom County Chapter 2.145.050 Organization – Meetings.
A. Meetings of the committee shall be open and accessible to the public and shall be subject to the Open Public Meetings Act.
B. At every meeting, the committee will schedule an open session to take public comment on ferry issues.
C. Written records of meetings, resolutions, research, findings and recommendations shall be kept and such records shall be submitted to county council staff and shall be made public, including posting on the county website.
D. The committee shall adopt its own rules and procedures for the conduct of business.
E. The committee shall elect a chairperson from among its members who shall preside at its meetings.
F. The committee shall determine its meeting schedule and agenda, but shall meet at least quarterly.
G. The committee may form and appoint ad hoc committees to work on specific issues, so long as at least two committee members are also members of each ad hoc committee.
H. The committee shall comply with Chapter 2.03 WCC, Boards and Commissions. (Ord. 2012-005 Exh. A).
